Protection and capacity are different jobs
Circuit breakers and fuses respond to excessive current. Safety switches (RCDs) detect earth leakage; an RCBO combines these functions. None makes faulty equipment safe to touch.
Keep away from a hot, damaged, sparking or crackling board. Do not touch devices to check their temperature or repeatedly reset a tripping circuit. For smoke, fire or immediate danger, leave and call 000.
